TVC – The Voice of Culture and CAS – Cultural Arts Society
Welcome to TVC – The Voice of Culture, a movement born from passion, history, and cultural preservation. At its heart is Rudy Cortez, founder of CAS – Cultural Arts Society, whose journey began in the 1970s as a teenage Tex-Mex accordionist. Over the decades, Rudy evolved into a Grammy-nominated artist and passionate advocate for the TexAmericana culture and lifestyle based in San Antonio, Texas.
As a lifelong musician and activist, Rudy’s work with the American Federation of Musicians (AFM) focused on protecting the rights of Latino/Hispanic recording artists. His leadership helped convert Latin record labels into union signatories, enabling musicians to access long-overdue royalties and earn sustainable livelihoods.
Rudy’s journey also includes distinguished service as a U.S. Air Force veteran, where his global travels inspired deep appreciation for the similarities and richness of diverse cultures. From these life experiences, he envisioned a media platform that honors culture, music, and unity across communities.

At CAS Cultural Arts Society, our mission is to preserve and elevate TexAmericana culture through powerful storytelling, artistic expression, and grassroots unity. As America and Texas continue to evolve as cultural melting pots, we aim to showcase how our local art, music, dance, food, and traditions are deeply influenced by cultures from around the world — tracing back thousands of years.
